You will want your fire pit burn area opening to be slightly larger than your plate so you can get it in and our for maintenance. So you could use the 30" standard plate and make your opening 30.5", or you could get a custom plate size, around 31.5". The best answer about a propane regulator will come from a fuel professional. I would recommend contacting your local propane supplier to see which regulator they recommend for your build. You will want to make sure you have the key valve and flex line kit to control the burner. From there, you would just need base layer media of lava rock or lava pebbles to cover your burner by about 1/2". You may need additional parts depending on your build and ignition system.
